Map a CoT type string (e.g. "a-f-G-U-C") to its CotType enum int.

Return

the matching COTTYPE_* value, or COTTYPE_OTHER when the string is not in the known mapping (the caller then preserves the original string in cot_type_str — see the class-level forward-compat note).
