RESTARTING

The node is applying a change that reboots it (config save or reboot command) and the transport drop is expected. Distinct from NOT_CONNECTED so the UI presents an in-progress restart instead of a failure. Ends when the node finishes its post-reboot handshake or the NodeRestartTracker window expires.
